Per Annette Prisk, Secretary for Penn Township (Clearfield County), PA, "Penn Township opted out of enforcing the UCC code.  Permits are issued by the building code inspection service of the property owner’s choice."

While no formal online code was located regarding an ice barrier, Annette Prisk, Secretary for Penn Township (Clearfield County), PA confirmed it is required with this comment, "I contacted a local building inspection service who has  issued building permits for Penn Township.  I was told ice barriers are required in the Township." (Per email dated 9/18/20.)
